The State of New Hampshire, Department of Education, Division of Education Analytics and Resources & Bureau of Educational Opportunities has a full-time vacancy for an Education Freedom Accounts Administrator.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

SCOPE OF WORK: Per RSA 21-N:7, to administer the New Hampshire Department of Education’s Education Freedom Accounts (EFA) program established in RSA 194:F and to provide assistance to stakeholders by planning short and long term organizational goals, reviewing recommendations and developing or revising policy as it relates to school choice.

ACCOUNTABILITIES:

Administers, implements, and manages the distribution of the Education Freedom Accounts and Phase Out Grants to scholarship organizations and school districts by evaluating and interpreting legislation and state and federal regulations, analyzing the impact of proposed changes, calculating aid, processing payment authorizations, and answering diverse questions posed by citizens, NHED staff, state and school district officials relative to payments.

Develops methodologies to identify, collect and report data needed to implement EFA programs. Advises and trains education personnel including scholarship organization, school, nonprofit, municipality, and other educational employees in system access and use, data entry, coding, editing and quality control procedures for data related acquisitions or processing activities.

Prepares and reviews complex requests for proposal, contracts and contract recommendations, amendments, memorandums of understanding, grant agreements and grant recommendations, and fiscal items relative to EFA. Independently prepares and communicates modifications to proposals and agreements. Manages work of selected vendors including scholarship organizations and technical vendors.

Manages all fiscal and financial requirements of EFAs including development of public information and projected data for budget preparation, ongoing operating budgets, and warrant requests relative to EFAs.

Prepares data analysis and data visualization through written reports and presentations to support strategic priorities and key decisions. Prepares and presents education statistics and information regarding the application of EFA policies and procedures; including testifying on legislative bills or before federal and state partners as necessary. Provides technical assistance to education agencies, parents, researchers, legislators, media and other education stakeholders with regards to the data the department of education collects and reports, as well as the application and processing of data.

Prepares and provides ongoing technical assistance and professional development to scholarship organizations, schools, parents and the community in implementing laws and regulations related to school options, and manages and develops a process to share such best practices with other public stakeholders.

Directs, analyzes, and evaluates the development of long-range plans, goals and objectives related to EFAs in New Hampshire by analyzing policies. Provides leadership for innovative programs through the sharing of best practices and encouraging new approaches to instruction and organizational management by providing training for interested parties on the governance of school choice options and the development of policy.

Reviews, modifies, drafts, and develops state policy including state laws and administrative rules by collaborating stakeholders including with department staff and upper management, scholarship organizations, the general public, and the Office of Legislative Services to coordinate the adoption of rules through the formal rulemaking process as allowed for in RSA 541-A, and relevant statutes.

Communicates with professionals and policymakers in the state concerning state policies, legislation, and current programs relative to education options and evaluates, and interprets program policies, procedures, and guidelines for school options in New Hampshire. Collaborate with advisory committees, such as the Legislative Education Freedom Savings Account Oversight Committee, the State Board of Education, the New Hampshire School Boards Association, Nonpublic School Advisory Council, and the Home Education Advisory Council to ensure the compliance throughout the implementation of the program.

MINIMUM QUALIFICATIONS:

Education : Master's degree from an accredited institute of higher education with major study in Accounting, Finance, Education, Education Administration, Public Policy, Business, Computer Science, Statistics, Engineering, Data Analytics or related field.

Experience: Six years’ experience in Accounting, Finance, Education, Education Administration, Public Policy, Business, Computer Science, Statistics, Engineering, Data Analytics, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

OR

Education: Bachelor's degree from an accredited institute of higher education with major study in Accounting, Finance, Education, Education Administration, Public Policy, Business, Computer Science, Statistics, Engineering, Data Analytics or related field.

Experience: Seven years’ experience in Accounting, Finance, Education, Education Administration, Public Policy, Business, Computer Science, Statistics, Engineering, Data Analytics, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

License/Certification: Possession of a valid driver’s license and/or have access to transportation for statewide travel.

Preferred Qualifications : One (1) year of experience in one or more of the following areas: data analysis and visualization, training, facilitation and/or formal experience in the field of education preferred.

PREFERRED WORK TRAITS: Knowledge of data analysis software, to include Microsoft Excel, SQL, Access, and Tableau; Microsoft Word, PowerPoint. Familiarity with the education landscape in the state of NH, Federal and State public education trends, change management practices and project management practices, and data collection and analysis best practices, systems and structures.
