Northrop Grumman Aeronautics Systems is seeking a site Manager Tool Engineering 3 to join our team of qualified, diverse individuals within our Tooling organization. This leader will be responsible for site tooling engineering, Integration and offload statement of work. Providing the people, processes and technology to support programs on site in Palmdale, California with an expected travel of 10% .
This Manger will be leading multi-disciplined teams supporting multiple projects to ensure processes and procedures are maintained and in compliance, as well as meeting quality, cost, and schedule targets to ensure program performance and customer satisfaction. Areas of responsibility will include Tool Engineering & Design, Tooling Integration of small- and large-scale project spanning millions of dollars over months/years, Tool Control & Accountability, and Tooling Procurement (Offload).
Tooling Manager Job Responsibilities:
- Manager will lead and provide oversight and guidance to management team to ensure program objectives specific to quality, cost, schedule, and customer satisfaction targets are met.
- Manager will be responsible for domestic and international supplier management of Tooling Major sub and general procurement suppliers. These include but not limited to:
- Managing relationships with external suppliers ensuring they meet Cost, schedule, technical and quality requirements.
- Assisting GSC to negotiate contracts and agreements to secure favorable terms and conditions.
- Monitoring the progress of tooling projects and address any issues that may impact cost schedule or quality.
- The manager will be responsible for the development of long-range plans and strategies to provide the most affordable Tooling products and services in the industry.
- Manager will be responsible for risk management across the tooling projects or Statement of Work. Ability to recognize and capture program changes via EVMS system, Tool Change Control Board (TCCB) and program RIO (Risk and Opportunity) management system.
- Manager will have Cost Account Manager (CAM) responsibility to program tooling activities and will ensure compliance to EVMS for applicable direct & indirect budgets.
- Identify and develop staffing/skills requirements, forecasts, and training plans. Manager will be responsible for sourcing key technical talent to ensure success of the program/functional goals.
- Responsible for formulating capital asset plans and strategies to build a sustainable Tooling Engineering, Integration and Offload team(s).
- Partnering with site leadership to help develop executive planning and strategic vision that help achieve sector business goals & objectives.
- Responsible to collaborate with other Aeronautics Systems Tooling Management to develop consistent process and procedures to help drive affordability and insure the deployment of best practices across the site/sector.
- Manager will be working in a highly dynamic with fast-paced environment.

Basic Qualifications:
- Bachelor’s degree and 7 years of professional experience in tooling, manufacturing/operations, assembly lines, and/or implementing technology into a production environment OR a Master’s degree and 5 years of professional experience in tooling, manufacturing/operations, assembly lines, and/or implementing technology into a production environment or PhD and 2 years of professional experience in tooling, manufacturing/operations, assembly lines, and/or implementing technology into a production environment
- 5 years of Engineering experience in a manufacturing/high production environment.
- Must have 3+ years of management experience.
- Ability to obtain and maintain a DOD Secret within a reasonable period of time, as determined by the company to meet its business need.
Preferred Qualifications:
- Active DOD Secret Clearance
- Bachelor’s degree in STEM (Science, Technology, Engineering or Mathematics)
- Supervisory and/or Management experience in managing teams, with an emphasis on tooling, manufacturing, assembly lines, and implementing technology into a production environment.
- Experience in Project Management and execution of large scale, integrated projects across multiple functions and organizations.
- Experience in supplier management
- Demonstrated financial management skills including development and control of budgets, schedules, Estimate at completion (EAC) and the ability to recognize and capture program budgets
- Aerospace or Aviation Industry experience managing tool fabrication organizations & tool fabrication shops, & material procurement
- Experience in Microsoft Office tools (Word, Excel, PowerPoint).
- Must possess excellent leadership, oral and interpersonal communications skills.
Salary Range: $164,300 - $246,500
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
