The Senior Regional Property Manager (SRPM) has authority and accountability relating to responsibilities that include, but are not limited to, the following:
•Assume VP responsibilities during any extended period in which the VP is unavailable as directed by the President.
•Initiate and direct large-scale projects as directed by the VP.
•Prepare and administer monthly property manager meetings and bi-monthly service supervisor meetings.
•Supervise and empower the Property Manager and Service Supervisor to achieve regional apartment goals as defined for the Region in the company Business Plan, and with consistent adherence to and enforcement of company principles, policies, procedures, priorities, and budget parameters.
•Achieve Business Plan goals for the apartments in the Virginia Region which include, but are not limited to: quality apartment product, customer service, resident retention, quality turnover, apartment availability, occupancy, efficiency of operations (with attention to maximizing CPRI, adherence to budgets, cost savings and controls, and maintaining and enhancing the properties), striving to be ahead of schedule and under budget, proper levels of quality staffing, and improvements oversight of elective capital.
•Maintain personnel strengths (hire and termination authority) as requested by the VP.
•Oversee all properties on the Watch List, communicate with the Regional Property Manager(s) and Property Manager(s) as needed to ensure recovery is completed within the planned parameters
•Approve plans presented by RPM and PM to achieve budgeted occupancy. Ensures execution of approved plans and reports progress to VP.
•Collections and Bad Debt
a. Monitor outstanding Statement of Deposit Audit (SODA) reports
b. Audit adjustment and concession reports for abuse at regular intervals.
c. Ensure all evictions are filled accurately and on time
•Responsible for budgeting and purchasing to include ongoing review of payables, petty cash disbursements, utility bill analysis, and operating statements; compliance with limits on purchase order approvals; submission for approval of New Request Forms as required by policy; and enforcement of competitive bidding policy to support purchasing decisions.
•Ensure consistency and efficiency in rental and service operations throughout regional properties.
•Review field recommendations regarding pricing, actively participate in LRO calls: analyze pricing and concession results to further refine the success of future pricing initiatives and incentives and report findings and suggestions for improvement to the Pricing Manager and VP-APM
•Overall responsibilities:
- provide direction for the organization and implementation of staff meetings between Service Supervisors, as well as with other regional employees, to promote teamwork in the achievement of regional goals
- maximize rental revenue while ensuring apartment marketability
- supervise the preparation of and accountability for Virginia apartment property budgets
- responsible for budgeting and purchasing to include ongoing review of payables, petty cash disbursements, utility bill analysis, and cash flow statements; compliance with limits on purchase order approvals; submission for approval of New Request Forms as necessary for capital or over-budget items; and enforcement of competitive bidding policy to support purchasing decisions
- develop capital improvement plans for regional properties
- oversee special property projects
- ensure consistency and efficiency in rental and service operations throughout regional properties
- ensure delivery of exceptional service based on the company's Customer Service Program
- attend zoning meetings and oversee the analysis of zoning matters
- supervise apartment property sign maintenance, and upkeep of sign book
- supervise collection and posting of crime survey information and distribution
- periodically check with banks for night deposits.
- become proficient with GSC software and business systems.
•Participate in and be a member of the following Cabinets: Apartment Review Cabinet (ARC), APM Budget, Risk Management, Social Marketing, Apartment Policy, Rent; the following Committees: Service/Capital, Cost Savings, Marketing, and Awards.
•Review, understand, comply and ensure compliance with the Operations and Maintenance (O&M) Plans for Lead-Containing Coatings and for Asbestos Containing Materials, Lead and Asbestos Work Practice Manuals, Respiratory Protection Program and Hazard Communication (HazCom) Program, and any other programs implemented by the Special Programs Administrator or company trainers.
•Perform other duties as assigned.
Requirements
Education: College degree with emphasis on business or real estate.
Experience: (Experience requirements can overlap)
- Eight (8) years in property management.
- Five (5) years in apartment property management.
- Five (5) years in apartment property management supervising full marketing and service operations.
- Three (3) years as overall apartment property manager, including marketing and service operations for 1500+ apartment units.
- Construction knowledge and experience preferred. Skills (demonstrated):
